Colorado voters should have a direct voice on issues affecting children, families, parental rights, girls' sports, and medical interventions for minors.

The initiatives qualified for the ballot after a statewide signature-gathering effort involving thousands of volunteers.These three citizen-led ballot initiatives were placed on the November 2026 ballot through a grassroots effort involving more than 3,300 volunteer petition circulators and over 500,000 signatures gathered across Colorado. Voters will have the opportunity to decide each measure at the ballot box.

The Children Are Not For Sale Act increases penalties for individuals convicted of trafficking a child for sexual servitude and establishes life imprisonment without parole as the penalty for those convicted of purchasing or selling a child for sex.

NO. Existing CRS 18-3-504 protects all victims of sex trafficking from this

penalty. 

*This initiative also carves out the Governor’s pardon.

This measure would simply require all school athletic teams to be designated as male , female, or co-ed according to biological sex.

Sex verification in women’s and girls’ sports is commonly handled through existing sports-physical documentation, a birth certificate, or, when necessary, a simple cheek swab. 

Similar policies have been implemented in jurisdictions around the world and in 27 U.S. states.

No, there will be no “genital inspections.” That claim is false and sensationalized. The initiative provides for straightforward, medically appropriate methods of verifying sex—without invasive physical examinations.

Our measure is single-subject and protects athletic leagues. But locker rooms and bathrooms are implied. If a male is not participating on the female team, they will not be in the female locker room. 

The problem is not hypothetical. The U.S. Department of Education found that athletic rosters from Jefferson County Public Schools indicated that male students may occupy up to 61 roster positions on girls’ sports teams—that is 61 girls’ roster opportunities in just one Colorado school district. 

And Jefferson County is not the only concern. Protect Kids Colorado has heard from concerned parents of female athletes in dozens of Colorado school districts who report that girls have been required to compete, practice, or change with biological males.

Meanwhile, the HeCheated database (HeCheated.org) has documented male participation on Colorado girls’ K–12 teams, showing over a dozen titles stolen from girls, and cautions that its records are a severe underestimate because many athletes and results remain undiscovered.

Girls should not have to surrender roster spots, playing time, privacy, or opportunities in order to participate in sports.

This initiative would simply prohibit healthcare providers from performing irreversible sex-rejecting surgeries on minors under the age of 18 (17 and younfer) for the explicit purpose of changing their bioligical sex. 

This initiative does NOT include circumcisions, gynecomasita or prevent treatment of any injury. This simply says you cannot try to surgically turn a boy into a girl and vice versa.

Yes. According to the Stop the Harm Database, more than 60 healthcare facilities in Colorado were identified as performing sex-rejecting surgeries on minors between 2019 and 2023.

The database identifies facilities where these procedures were documented through insurance claims, including hospitals and surgical centers across the state.

Isn’t even one 15-year-old girl having her healthy breasts removed one too many?

According to the Stop the Harm Database, at least 60 minors (17 and younger) in Colorado underwent sex-change surgeries between 2019 and 2023.

That number is a documented minimum—not a complete count of every surgery performed on Colorado children. The database covers claims data from January 2019 through December 2023 and excludes cash-pay claims,  internal Kaiser Permanente claims, and fraudulent coding (which DOJ and HHS are currently investigating Children's Hospital Colorado for.) 

The database identifies 60 unique surgery patients statewide, including patients at facilities such as Children’s Hospital Colorado (13), UCHealth University of Colorado Hospital (9), Centrum Surgery Center (9), Denver Health Main Campus (6), Grand Valley Surgical Center (7), and numerous other Colorado facilities.

Because the data does not capture every payment method or every healthcare claim, the actual number of Colorado minors who underwent these procedures during this period is surely even higher. 

In short: At least 60 Colorado children underwent sex-change surgeries from 2019–2023 according to the available claims data.

NO. Colorado has no blanket minimum age for sex-change medical procedures. 

Colorado Medicaid’s published rules suggest puberty-suppressing medication and gender-affirming hormone therapy once a child has reached Tanner Stage 2 of puberty—which can occur around age 8. 

And taxpayers are be on the hook for these treatments. Colorado Medicaid has published coverage criteria for sex-change procedures for all ages, while HB25-1309 codified requireing plans to cover ALL sex-change procedures for ALL ages in ALL state-regulated health plans.

There is no blanket age cutoff in Colorado law that protects minors from these medical interventions, and you the taxpayers are paying for it.
